Dirk Roland Haupt

Bio

Dirk Roland Haupt is a Swedish-trained specialist in international law. Over more than three decades in the German Foreign Service, he has worked on treaty practice, multilateral diplomacy, and complex international legal and policy negotiations. His subject-matter background encompasses the legal regimes governing outer space and nuclear activities; arms control, disarmament, and nonproliferation; European Union law; export controls; public procurement; intellectual property and technology licensing; and the legal architecture of cross-border transactions.

His professional assignments have involved the drafting, interpretation, negotiation, and implementation of bilateral and multilateral instruments. He brings particular strength in rigorous legal analysis, precise drafting, regulatory risk assessment, and the development of workable frameworks for cooperation among public authorities, research institutions, and private-sector actors.

His perspective is particularly relevant to space-sector initiatives operating at the intersection of public international law, national regulation, technology transfer, procurement, licensing, investment, and international cooperation. He is recognized for identifying the legal and institutional issues that should be addressed early in complex projects and for explaining those issues with clarity, precision, and strategic judgment.
